Cincinnati leaders report Red Cross pledges rising to 1 669 000 with $100 313 000 on the morning tally and $35 993 000 from New York City while the rest of the nation adds 64 320 050. Campaign totals projected to grow by at least 5 000 000 with multiple divisions listed and captains named.
President Wilson issued an executive order establishing an Embargo Board with authority to declare export embargoes. The council includes representatives from the Commerce Agricultural and State Departments and the food administration and will oversee a 200 person licensing staff led by Dr E E Pratt.
A new export council will decide policy on exports to both central powers and neutrals. It may head off shipments and also cut off exports needed at home. State Department representatives will advise on diplomatic risk and which neutrals to target without provoking nations.

A British steamer reported to have sunk a German submarine after firing a shell into the U-boat's magazine, causing an explosion that split the craft amidships. The submarine collapsed into two sections while the British vessel remained uninjured.
Cincinnati hospitals especially General Hospital may be claimed by the Federal Government to house convalescent American soldiers wounded in France. Mayor Puchta received Col. New York June 25 District Attorney Edward Swann said if Italy refuses to return Alfredo Cocchi he will be prosecuted in Italy. Arthur Woods left for Washington to confer with Secretary Lansing on bringing back Ruth Cruger’s confessed killer. Swann added he may send William H. Black to Rome to prosecute the prisoner if needed. Mrs Cocchi claimed her husband was long associated with motorcycle policemen. Mayor Mitchel ordered investigation into possible relationships.
Police in Bologna reveal new particulars about Alfredo Cocchi, accused slayer Ruth Cruger. They say Cocchi loved Maria Magrina in Italy, promised marriage when she joined him in New York, and faced her relatives' opposition. He reportedly left due to jealousy and desire to enlist. A later letter alleges he eloped with an 18 year old after taking Mrs Cocchi's money.
Washington June 25 Miss Katherine Stinson nineteen-year-old aviator reached Washington at 7 40 oclock tonight completing an air trip from Buffalo New York. She landed on the Washington monument grounds after circling over the monument the Treasury and the White House. She traveled from Baltimore to this city in forty minutes. Her flight from New York to Philadelphia consumed seventy five minutes. She carries a number of small paper bombs containing appeals for Red Cross funds which she dropped above cities and towns.
More than a dozen suffragists were arrested after marching in front of the White House and unfurling banners. A crowd of hundreds watched without disorder.
Secretary of the Navy Daniels and Secretary of War Baker urged a $600,000,000 aircraft appropriation before the Senate Subcommittee on Aviation. Both opposed creating a separate Cabinet post for aviation.
