Demel establish that 1933 law governs leases, advance rent not required, and commissioners may lease within grazing districts for agricultural purposes. A Malta request by Fred C. Gabriel notes commissioners may reduce rentals within discretion. The 1935 grazing laws allow small associations to join larger ones.
