Cotton policy risk to world market and farm welfare
W T Scoggin argues against a 10 cent loan on this year’s cotton, warning it would depress prices and worsen the U S share of world cotton. He cites past declines since 1871 and 1932, notes growing surpluses in government warehouses, and warns further acreage cuts would increase unemployment, foreclosures, and treasury strain while neglecting global policy input. He urges consulting world cotton experts and freeing farmers from short sighted policies.
