Washington August 23. A new bill is drafted to settle the alien problem and fulfill the gentlemen's agreement with Japan. If passed, the measure would bar Japanese immigration, allegedly keeping out Japanese coolies.
Viscount Grey, former British foreign secretary, agrees to serve as Great Britain's envoy to Washington until a permanent appointment is made.
