The budget slashes Tourism Canada International Marketing by one third over three years while new taxes raise costs for the private sector. Higher taxes on alcohol, fuel, telecoms and a 9 percent GST planned for 1991 could push Canadians to travel abroad and reduce foreign visitors. By 1993 Canadians may spend 4.3 billion more outside Canada than foreign visitors spend here, with about 25,000 fewer jobs.
