About 25 chief maintenance engineers from 12 state institutions gathered at Southeast Kansas Tuberculosis Hospital for the Kansas State Maintenance Engineers Association quarterly meeting. Topics include maintenance problems, new techniques, construction, and a business report. Meeting runs through tomorrow noon.
Surgeons in Hayward California announced the first successful graft of a severed leg complete with arterial and venous reconnection. The operation on Billy L. Smith involved vascular and orthopedic teams and followed months of secrecy pending journals publication.
The body of 61 year old Allen Frizell, missing since Sept 12, was found near a cornfield three miles north of Altoona. Undersheriff Roy Klingenberg said death likely from exposure or heart attack with no foul play. A $106 billfold was near the body. autopsy not planned. Frizell’s car site and the field location are described, with survivor Mrs. Clara Frizell.
Mrs. Rita Anglin, 35, of Kansas City, was found severely beaten on a road west of Parkville Wednesday night. Willard Ridenour, a farmer, heard a scream and saw a car depart the scene but could not identify it. Anglin hospitalized with head injuries and jaw injury. she could not identify the attacker.
The British 445 tonal Crystal, a 225 foot sailing craft, sent an SOS 110 miles west of Key West reporting a hole in the forward hold and rapid flooding. All 20 aboard including a woman were reported safe as the disabled vessel reached port at Key West, Florida.
John Fred Mettlemeyer 50 died Wednesday in a highway crash on U S 169 near the entrance to his farm about a mile south of Gower Missouri. The fatality was reported by AP in Gower.
President Eisenhower's commission on selecting a city for the 1964 world fair will likely issue its recommendations within a week. The bidding cities are New York Washington and Los Angeles.
County treasurer Mrs. Freda Locke reminds residents that the first half of 1959 personal and real estate taxes are due November 1 with a December 20 deadline to avoid penalties. If half the personal tax remains unpaid, the full amount becomes due December 21 at 10 percent yearly interest. unpaid first half real estate tax also incurs the same rate after the second half deadline in June.
Kansas traffic fatalities totaled 470 for year to date 1959 with 457 for the comparable period in 1958. Nearly 300 Royster Junior High students will collect for UNICEF during Halloween night in Chanute. They will use sealed cartons to solicit donations, backed by the student council led by Jim Harris. Last year the drive raised almost $500, placing the school third in Kansas.

Police warned that Halloween pranksters who damage property will be prosecuted under the city's malicious mischief ordinance. The maximum penalty is a $100 fine or up to three months in jail, or both, upon conviction. Reports include damaged car radio antennas rear view mirrors theft of a flower box and a yard ornament.
Police investigated a non injury crash on US 169 near the Woodruff fuel stop north of town at 3 55 p m yesterday. Nellie P Drollinger and Alvin Price Savage were involved driving a 1938 Ford and a 1957 Chevrolet respectively. The Savage car was struck from behind causing rear damage valued at 200 dollars while the Drollinger vehicle sustained 50 dollars of frontend damage. Two parked cars were also hit left rear fenders belonging to Steven Fickel and Dale Friederich.
About 500 fans mostly teens attended a rock n roll program at Memorial auditorium featuring Skip and Flip Roscoe and the Little Green Men Johnny and the Hurricanes Freddie Cannon and Sandy Nelson. The teens clapped stomped and yelled while parents listened overwhelmed by the loud set. The performers appeared to be teens themselves and the show resembled a jazz jam session from decades past with unannounced numbers and heavy noise without clear lyrics.
Topeka AP State agencies request 12.4 million dollars more or about 20.1 percent from the general fund for fiscal year 1961. Governor Docking expects a surplus of over 15 million by June 30 1960 and aims for tax relief.
District court jurors here had lighter duty this term than expected with only two cases tried out of seven. Rees Manly of Chanute pleaded guilty to forgery, was sentenced and paroled. Don Gorham’s parking ticket case was dismissed on appeal. Two civil suits settled out of court. a third remains continued due to overseas military service. Two state convictions were recorded: Howard York for second degree manslaughter and R O Kelley for fourth degree arson. neither sentenced yet. Jury list includes named residents from Chanute, St Paul, Eric, Ava, Parsons, and rural Parsons.
An ICC safety inspection clinic sponsored by the Interstate Commerce Commission and the Kansas Motor Carriers Association will be at Manley Transfer tomorrow starting at 10 a.m. An hour long maintenance and inspection demonstration will be followed by a question and answer period. Bob Manley urged shop personnel drivers and management representatives of trucking firms to attend the free event.
The deadline for applications for agricultural census office clerical jobs in Parsons is next Wednesday. Examinations will be held at the high school with testing times announced. About 1,600 workers are needed from southeast Kansas 15 county area. 70 Chanute applications so far.

In Washington the First Lady Mamie Eisenhower turns 63 on November 14 as the Women's National Press Club marks its 40th anniversary with an anniversary luncheon. Marine Band music toasts and a cake shaped like a tabloid newspaper headline accompany birthday greetings from the club to Mrs Eisenhower.
