Dade County commissioners voted 4-3 to reject a bank offer to allow taxpayers to pay the new property levy by credit card. Commissioner R. Hardy Matheson called the proposal ridiculous and fantastic.
A fire in the Boyson Building of the Kansas State Hospital in Topeka caused about 2750 dollars in damage. A patient allegedly set a mattress on fire, igniting the room’s ceiling and walls. Only one room burned. 35 patients were evacuated with no injuries.
Neil Armstrong and Michael Collins arrived in Buenos Aires for a 20 hour goodwill tour as security tightened against threatened antigovernment demonstrations by striking workers. They paused 90 minutes in Brasilia en route from Bogota while Edwin Aldrin returned to attend an AFL-CIO meeting in Atlantic City.
Ron Galella, a freelance photographer who snapped John F. Kennedy Jr and Jacqueline Onassis bicycling in Central Park, pleaded innocent to harassment charges in Criminal Court. Secret Service agent James Kalafitas testified of shoving and striking, and Galella claimed he was harassed. The hearing is set for October 16. Mrs Onassis loses protection, but her children remain eligible until 17. Caroline is 12.
In Topeka Kansas an Santa Fe official said all operations would end at 12:01 a.m. Saturday unless four shop craft unions call off their announced strike. President John Reed said the closure would affect about 4000 employees and disrupt other railroads in the Topeka area. Union Pacific and Rock Island indicated they may halt operations if the strike proceeds.
Pennsylvania Governor Raymond F. Shafer will escort Mrs. Robert Docking to the Kansas State Penn State football game in Manhattan. Kansas Governor Robert Docking cannot attend due to a Democratic dinner in Asheville, N C. Docking and Shafer spoke by phone and no bets were made regarding the game.
Atty. Gen. Kent Frizzell said architectural contracts approved by the Capitol Area Planning Commission are illegal. He contends fees proposed for the $47 million state office building complex exceed legal limits and a formal opinion will follow.
The U S Command denied it is investigating censorship charges against the Armed Forces Radio and Television network in Vietnam. A cable to Rep. Chalmers P. Wylie said the review concerns a soldier formerly on the network, not the censorship charge.
A sequence of two strong quakes in Santa Rosa California injured at least 24 people and damaged two houses. Power was out briefly as gas mains were shut off and water lines broken in shops and streets. A third milder tremor occurred early today as seismologists logged magnitudes between 5.5 and 5.6.
Planning commission approved a mobile home park ordinance with 1973 compliance for existing parks. The city commission will review on October 10. The rules require licensing, inspections, minimum site standards, setbacks, drainage, all weather roads, lighting, recreation areas, unit skirtings, and concrete runners.

Humboldt hosts the 12th annual Biblesta parade with 35 units and six marching bands. Chester E. Stovall from Kansas City will address the crowd at 2 p.m. prior to the procession. In Kansas City the Teamsters Local 541 ratified a new lumber drivers contract 147 to 23, with immediate wage gains to 4.06 and scheduled increases to 4.46 next April and 4.81 by April 1, 1971, ending weeks of construction halt stemming from multiform strikes by Iron Workers, Painters, Sheet Metal Workers and others.
A real estate official from the Post Office Department will visit to select a site for a new post office building. A Wichita regional postal office official will visit within 30 days per Congressman Joe Skubitz office. Postmaster Florence Kelley had no knowledge of the exact date.
AFL-CIO President George Meany assailed President Nixon with charges of pious platitudes and baloney over anti inflation policies he says swell unemployment. He warned tax proposals favor big corporations and vowed to oppose them in Congress. He also criticized Haynsworth and announced plans to expel a union and raise dues by 4.6 million dollars annually.

Humboldt native Chester E Stovall executive director of Human Resources Corp Kansas City will address the Biblesta parade attendees. His mother Mrs James Stovall 81 will attend. Stovall's career includes editor of the St Louis Call Coast Guard service and a 1964 Holy Land trip sponsored by the Summer Travel Foundation of New York.
