Governor Fred Hall proclaims Kansas Junior College Week on December 28 and praises junior colleges for expanding access to higher education. A proclamation copy is posted at the Junior College office.
The USDA approved Neosho and Labette Counties for drought disaster area status. Farmers may buy hay and grain for livestock at reduced prices and lower shipping costs once the program is set up. Ralph Willson of the Neosho County ASC said no details on cost reductions or program operation are yet available.
In the last 24 hours 1 fatality is listed, bringing 1956 year to date to 594. The same period in 1955 shows 523 fatalities. An earlier fatality was not included in the tabulation.
Shoppers find plentiful supply across most gift categories with broad variety and stable prices. Cars and some home appliances show tighter stock and higher costs, while TVs, toys, jewelry, and clothing remain readily available as the season opens.

Mrs. D Dea Edwards, 64, of 1% East Main, was seriously injured when struck by a motor car at Elm and Lincoln about 9:45 a.m. The driver Harold Latimer was turning left from Lincoln onto Elm as Edwards crossed. Latimer stopped, aid arrived, and the vehicle rolled slightly before being stopped. Edwards sustained fractures, a scalp laceration, facial injuries, and possible internal injuries. She was taken to Neosho Memorial Hospital.
Forecast calls for warmer then colder conditions as Canada air moves into northeastern Kansas overnight and across the state. Today highs reach 50s to 60s in parts. tonight lows near 25 to 30 with possible light snow flurries and no significant moisture expected.
Police Chief Tom Morehead warned that the holiday shopping period is here with rising shoplifting and rubber check passers. Four no fund checks totaling 20 to 35 dollars have been cashed locally. Store owners may prosecute shoplifters. one case involved a cake mix theft from a grocery shelf.

Shawver of Wichita was named vice president for life, with Glenn Dunne Jr. of Wichita Paul Ward of Hays Joe Honaker of Great Bend J. C. Lemon of Pratt Ed Morris of El Dorado and Carl Weiner of Chanute as district vice presidents. Kenneth Rupn of Wichita was elected secretary and Hiram Lewis Jr. of Wichita treasurer. Garner Shriver urged new revenue sources to cover rising costs, noting a 7 to 12 million dollar forecast deficit and examining an ad valorem tax report on oil and gas. Stickle warned that many wells and rigs compete for contracts and that midcontinent crude pricing may be too low, while stressing outsiders investing for quick profits. He also linked the Suez Canal crisis to U.S. assurances of reserve adequacy.
Topeka governor elect George Docking outlined a looming budget gap saying more than 35 million dollars in added revenue are needed to balance the general and sales tax funds for the next fiscal year. He warned total agency requests total 59.1 million and a 19.5 million deficit carries into mid 1959.
In Los Angeles a man robbed Citizens National Bank of $1002 by simply grabbing money from teller Mrs. Wilma de Fil ippo 28 who was counting a deposit. He escaped in a car driven by an accomplice after reaching under the wicket and taking the cash.
Egypt appeals to the United Nations for a stern response unless Britain France and Israel provide definite withdrawal dates from Egyptian territory. Foreign Minister Mahmoud Fawzi cites reports of French tanks and alleged atrocities at Port Said and warns the General Assembly it must demand a withdrawal timetable or consider action under the UN charter. The assembly also approves a 10 million dollar grant to fund an emergency police force in Egypt amid budget debates over canal relief.
Two single engine Navy planes collided in flight about 15 miles north of Raymon dville Texas. It was not yet determined if the pilots survived. The crash occurred in a field near Highway 77 as a convoy from Harlingen Air Force Base and local responders rushed to the scene. Initial reports of a civilian passenger plane were corrected by Brownsville airport officials.
Water department records show demand of 1,433,000 gallons yesterday, 1,384,000 the day prior, and 1,325,000 the previous day. For the week, usage reached 9,209,000 gallons, up from 8,677,000 gallons the week before.

A rift emerged in Wichita as the City Commission refused to welcome the National Crime Commission Workshop. The mayor Col A E Howse objected to alleged intrusion by the crime group.
Secretary of Defense Wilson orders the Army's aviation mission limited to local mobility for small units and restricts airlift to the Air Force. The decision assigns land launched medium and long range missiles to the Air Force and ends Army aspirations for a separate air arm. Deputy Secretary Robertson said Eisenhower approved the plan. The Army gains a 20 000 pound ceiling for helicopters while fixed wing limits remain at 5 000 pounds.
County commissioners appointed Earl Miller of Erie to fill the unexpired term of Lloyd B. Locke on the Neosho Memorial Hospital board at Chanute. Miller, a Home State Bank officer active in civic affairs, will likely become treasurer. Other board members include Harold Williams president R D Hamar secretary Walter Poor Chanute and Willard Knox Thayer.
Congressman Myron V. George of Altamont and several state lawmakers will attend the Southeast Kansas State Legislative Clinic in December. Attendees include Rep. Ingerwersen LeRoy Rep-elect Robert Allen Chanute Rev-elect A. R. Chambers Humboldt Sen. elect C. R. Mong Neodesha.
