Washington reports that more than half of the roughly 40 Soviet missiles secretly deployed in Cuba are being returned to the Soviet Union as part of a deescalation effort. U.S. analysts and arms experts monitor the demobilization process and assess remaining capabilities.

Four occupants escaped serious injuries after a collision at Elm and Highland around 1 55 pm yesterday. James M Cooper 49 of Yates Center R 2 his wife Rosella 45 O E Rose 67 of 316 S Western and Leta 60 were in the Cooper vehicle a 1958 Chevrolet. David W Olson 75 of Erie R 1 drove a 1955 Chevrolet and was cited for failing to observe a stop sign and failing to yield the right of way posting a 15 bond. Front of Olson car damaged about 300 left side of Cooper car damaged. A second report listed Lincon and Main about 11 am with Ellis Riegle 1202 W 7th and Mrs Charley Hansen 1503 W Main damaging both cars.
About two thirds of Wakefield Kansas housing and its business district will relocate due to Milford Reservoir construction. Army engineers plan a K-82 crossing at Wakefield and form a non profit to provide flooded area relocations with new lots selling for 200 to 400 dollars, utilities included.
An ambulance rushed Raymond Gutierrez 35 of 411 W 1st to Neosho Memorial Hospital after severe head cuts from an attack as he left Erma's Cafe at 12 25 a m. Police report three men assaulted him.
Police pursue a stolen car from Parsons through Erie and back, shooting out its rear tires to stop it. Kenneth Lane Munson 21 and Katherine Marie Munson 18 were arrested near Parsons after a roadblock. Katherine faces a concealed weapon charge, a revolver found in her skirt. The suspects, from Hudson New Hampshire, had worked briefly at a Parsons cafe.
A U S destroyer intercepted the Soviet freighter Anosov outbound from Cuba after a high speed dash Friday night. Defense officials said inspection was planned at daybreak as scheduled, though confirmation was lacking hours later. The Bar ry made contact in searchlight glare to arrange the inspection.
A flash fire on the 110 foot high dome of the Ford Rotunda in Dearborn collapsed the eight sided structure, leaving a mass of twisted steel and rubble. Loss estimated at 15 to 16 million dollars. Ford Motor Co. has not decided on rebuilding.
A Topeka report shows 24 hour traffic deaths rising to 1 by 9 am Saturday, with November totals at 17 for 1962, compared to 460 for the 1961 period and 501 for the 1962 period overall.

Virginia to southern New England faced flood fears with up to 5 inches in a day while other areas saw rain or snow and clear skies persisted in parts of the Mississippi Valley and Plains.
Mrs Ronald Brown, 24, English wife of a basketball coach at Centralia High School, was ordered to depart the United States by December 9. She and her husband, who met in Centralia, expect a baby in January. Immigration officials said a visa extension may be possible until birth, but permanent residency would require Congress or a return to England for re-entry. Her two year wait for reapplication limits options.
Two Chanute firms win a federal court suit with total damages of 30301.58 arising from a grain storage building explosion in Chanute on Navy Day 1960. W A Brazil earns 19301.58 for stored corn and Joe Sutcliffe receives 11000 for damages to the leased building. The four day trial before Judge Wesley Brown saw disputed insurance claims and deductions for salvage and costs.
Red Chinese troops launched new attacks along India’s northeast Himalayan border but were repulsed according to the Defense Ministry. Indian and Red Chinese tanks were reported near Ladakh as both sides reinforced positions and a showdown for Chushul airfield loomed. India's Nehru announced automatic weapons production to boost stockpiles by next month.
Prosecution seeks convictions for Mrs. Suzanne Vandeput and four relatives plus Dr. Jacques Casters in a Liege case over a thalidomide baby born armless last May. Jury of 12 parents to decide after closing statements with calls for leniency alongside acquittal.
Patriarch Alexei of the Russian Orthodox Church received the Order of the Red Banner of Labor from the Soviet government on his 85th birthday. Tass said the award honored his great patriotic activity and work for peace and disarmament. The patriarch has long advocated disarmament in public pleas.

Lawmakers may pass a retroactive bill starting from session start and could decide pay levels, with current figures showing state salaries far below other states.
State highway officials will close the Kansas City intercity viaduct Monday at noon for a complete overhaul expected to last until about mid 1964. A newly built portion will open to handle traffic during the shutdown. The viaduct cost 80 million dollars to construct.
