In Kent Ohio an Akron attorney told his client to drop his pants during a DWI trial. Seven women on the jury gasped as the defendant revealed deformed legs from World War II injuries. The judge watched as the defense claimed the wounds prevented straight-line walking. the case was dismissed.
Moscow AP reports General Secretary Leonid Brezhnev stated Soviet policy seeks to preserve Communist states, support liberation movements, aid the Third World, and offer peaceful coexistence to rivals while pledging to rebuff imperialism and safeguard mankind from another world war.
East Pakistani rebel radio says a Bengali liberation army is 10 miles from Dacca after marching 140 miles from Chittagong. In response President Yahya Khan's government broadcasts from West Pakistan insist the situation is under control in the eastern half of Pakistan.
Col Royden A Konopaska reported to Gov Docking that Operation Haylift saved about 20 000 head of cattle valued at 3 million in late February and early March. Farmers in the area sustained losses totaling 225 000 across 327 farms.

Vincent DeCoursey of the Kansas Catholic Conference testified before the House Judiciary Committee against Senate Bill 300 proposing a $300 cash bonus for welfare mothers with two or more illegitimate children to undergo sterilization. Gov. Docking will let a five district reapportionment bill become law without his signature. President Nixon signed an executive order creating a self regulating anti inflation system for the construction industry. The plan aims at about 6 percent annual wage growth and uses craft by craft review boards and a Davis Bacon Act revival to enforce union scale wages on federal projects. A 12 member Construction Industry Stabilization Committee will oversee wage settlements and enforce patterns. Price limits will follow, though details are undeveloped.
