President Nixon will depart May 22 for Moscow to hold summit talks with Soviet leaders. The White House said the discussions aim to improve bilateral relations and world peace. Kissinger and Rogers will accompany him. Mrs. Nixon will also attend.
The Pay Board trimmed roughly a quarter of a large wage raise for West Coast dock workers. The cut likely triggers renewed port shutdowns at Pacific facilities and possibly East and Gulf Coast ports as well.
Today sees 1 p.m. temperatures at 66 with a 62 percent humidity and a NW breeze 20 mph gusting to 35. Tonight, temps dip to the upper 30s to mid 40s with clear to partly cloudy skies. Friday brings partly cloudy skies and high in the upper 60s to mid 70s with near zero precip probability.
State Rep. Fred Harris and State Sen. William Dearth will speak at 7 30 tonight in the Penner Lounge on the Neosho County Community Junior College campus. The event is open to the public.

A dozen large users pressed to shift the 30 percent water rate increase onto small consumers at a Wednesday City Commission meeting. Large users face 42 to 80 percent rises while average residential bills climb under 20 percent.
Harry Aikins of Chanute pleaded guilty in Erie District Court to aggravated battery with possible penalties up to 20 years and $10,000 fine. Sentencing paused for pre sentence and mental evaluations. Disposition of attempted kidnapping and illegal gun possession was dismissed.
Safari West failed to appear as the City Commission debated accepting street and utility rights of way at the 1500 W Main apartment project. Engineer Floyd Heath flagged a likely $5,600 final cost versus a $3,630 budget. The panel asked Safari West to place $6,000 in escrow and guarantee completion within 90 days. if unfinished, the city would finish the street and refund any excess. The move tied dedication to closing a federal loan and avoiding interest.
Neosho Memorial Hospital announced the purchase of the Gordon Willis residential property at Plummer and 7th for 45000 dollars. The C. D. and Nora E. Thompson fund funded the purchase, with the hospital planning future use possibilities such as parking or a group medical practice clinic. The property totals 2 3 4 acres and will transfer possession on July 1. The Thompson fund, originally about 150000 dollars, had grown to roughly 195000 dollars by March 3 with earnings of about 17000 dollars, and about 122000 dollars remaining after the Willis purchase.
In Girard Kansas 12 students receive diplomas from the Kansas State School of Horseshoeing. Graduates include political science and journalism majors along with an industrial engineer. Owner Robert Bechholdt notes the school is independent and signals job-market shifts toward alternative trades.
The White House announced President Nixon signed a bill increasing the national debt limit by 20 billion dollars, raising the ceiling to 450 billion. The measure passed Congress earlier Wednesday night.
Manuel Fierro, chair of the Kansas Institute for Minority Empowerment, said the group will file federal suits next week to require state agencies and contractors to follow federal guidelines for minority participation in projects funded with federal money.
District Court Judge J Neil Daniel gave five year probated terms to House Speaker Gus Mut scher and two aides after they were found guilty of conspiring to take unsecured loans from Frank Sharp in 1969 to aid banking bill passage. Chief Prosecutor Bob Smith cited a related probated sentence for Sharp as context.

Mayor Sam Yorty, 62, ends active Democratic candidacy except for California ahead of June 6 primary. He placed third in New Hampshire with 6 percent and received under 1 percent in Florida after declining to campaign in those states.
