President Nixon urged Congress to pause all further court ordered pupil busing while considering long term plans to equalize education nationwide. He proposed an 8,000 word special message and a moratorium until July 1, 1973 or until broader legislation passes, arguing the 14th Amendment grants Congress power to halt such orders temporarily.
Governor Docking vetoed SB 744 which would have created a pension for Kansas lawmakers after age 60 with benefits tied to sessions served. He criticized lack of actuarial soundness and funding, calling the plan a taxpayer gift and a backward step that could prompt future benefit increases.
