Moscow says a Soviet 3358 ton diesel ship Turkistan was bombed at Cam Pha near Hai Phong, two crew wounded, calling it a treacherous act with possible far reaching consequences. Tass notes a Gromyko warning to the U.S. embassy about protecting Soviet ships.
Gov Robert Docking named Joseph G. Shalinsky to the state board of pharmacy and Eugene W. Galvin to the barber examiners. Shalinsky, 50, a registered pharmacist since 1939, will serve a three year term succeeding Terry Jaquith. Galvin, 34, co owner of two barbershops and president of the Kansas State Journeymen's Barber's Association, takes over from Clifford Fawl.
An intercepted missive notes that the youths are attempting to reduce the national debt, contrasting with the government’s years of inaction on the issue.
Washington defense officials announced a sweeping streamlining of the Army National Guard and Army Reserve to eight combat divisions and 18 brigades, eliminating 15 guard divisions and four reserve brigades. The plan lowers total Guard-Reserve strength from 678,500 to about 640,000 with deployment readiness within eight weeks of call up.

A Farmers Home Administration grant to survey water and sewer needs in Neosho County was announced by FHA state director F. Jackson George. The five member county planning commission will administer the survey with Burgwin and Martin as consultants. Completion expected in five months. grant amount not specified though about $4,000 was requested.
A one car crash about 20 miles west of Tooele left Sgt. Emmett Schaffer, 22, of Phoenixville Pennsylvania dead. Also injured were Sgt. Robert J. Wood, 21, of Iola Kansas and two other servicemen.

Topeka AP reports clearing to partly cloudy skies across Kansas through Saturday with a warming trend. Yesterday brought scattered drizzle and light rain in western counties. temperatures ranged from 54 at Goodland to 65 at Pittsburg. Overnight lows 46 to 57, highs today near 70, lows tonight mid to upper 40s. Some showers possible late Sunday or early Monday.
Dr. Richard C. Welty, professor of political science and former department chair, was named dean of the school of arts and sciences at Pittsburg State College, effective July 1. He has Served on the Pittsburg State faculty since 1953 and chaired social science since 1961.

Marvin Barnhart, 17, of rural route 1, escaped serious injury when his 1959 Chevrolet caught fire on US 75 west of here. He smelled smoke, was thrown against the steering wheel by an explosion, braked and jumped out. The car burned in a ditch and fence row after leaving the road. Altoona fire department responded. Barnhart was unhurt aside from singed hair and pavement bruises.
The US Command reports 1,398 planes and 888 helicopters lost in Vietnam since the war began. May losses set a record with 38 planes and include two war planes downed over North Vietnam. Combat losses in the north total 567 planes and six helicopters. in the south 183 planes and 331 helicopters.
A Revenue Department computer in Topeka caused a $1.667 million error this week. About 30 000 income tax payers received statements showing they owed one third of the actual amount due for the second quarter. The miscalculation affects estimated quarterly payments, but the overall tax liability remains unchanged. taxpayers are urged to revise payments to the correct totals.
A high school government class donates funds to the Treasury to retire the national debt. Through April 30 the special debt retirement fund has $909,066.82, largely from the late Susan Vaughan Clayton's trust and Rep. Charles Bennett's support. Donations since July 1 total $93,173.84, with contributors ranging from one shilling and 14 cents to $90,618.33. The program aims to ease debt, not erase it, and marks six years this month.
The Department of Housing and Urban Development approved a 6900 loan on Thursday to fund planning 46 units of low rent housing in Anthony Kansas. The action signals federal support for the Anthony project and expands affordable housing options in the area.
AP reports Highway K9% west of Ness City was reopened Thursday after closures from heavy rain flooding ending Tuesday night. The highway department announced the restoration of traffic flow on the affected route.
Prices received by Kansas farmers rose in the month ending mid May according to the Kansas Crop and Livestock Reporting Service. The all farm products price index reached 241 percent of the 1910 14 base, up nine points from April and two points from a year ago. Wheat grain sorghum hogs beef cattle and lambs gained while barley soybeans alfalfa hay prairie hay and calves declined. The mid May crop index was 185 percent, up three points from April and 12 points above May last year. The livestock index stood at 305 percent, up 16 points from April but nine points below May last year. May dairy index was 279 percent, down four points from April but 15 above a year ago. Wheat priced at 1.55 per bushel rose three cents from last month and nine cents from a year ago. Sorghum at 1.95 per cwt was two cents higher than last month and 20 cents above a year ago. Wholesale milk was 4.45 per cwt, down 15 cents from April and 28 points below a year ago.
Robert Dun can of Atchison and Gale Moss will meet in Atchison Monday to discuss issuing bonds to finance the Kansas Turnpike between Kansas City Kansas and Galena and to fund a feasibility study for a toll link from Johnson County and Leavenworth to the Mid Continent Airport. Moss managed the turnpike from its inception until 1960.
State Rep. W. Lee Cain of Independence told Gov. Docking he resigns effective today after being named acting postmaster of Independence. A formal letter was to be mailed, and Docking will appoint a successor selected by Democratic precinct committee members of the 8th District Cain represented.
