Voters flock to six polling places as turnout surpasses March primary levels. Noon totals reach 948 with 5,276 registered voters, while race for two city commission posts three school board seats and an industrial levy extension remains in play. Returns will be posted by The Tribune after polls close.
LOS ANGELES AP A jury weighs death or life in prison for Dr. R Bernard Finch and Carole Tregoff after convicting them of murdering Finch's socialite wife Barbara Jean 36. Both face death or life on conspiracy counts with Finch able to receive death or life for first degree and Tregoff for second degree automatically five years to life on that count. Judge David Coleman ordered a overnight lock up after a brief deliberation.
A man identified as John Henry Burns, 50, and his 14-year-old son died in a house fire in Blue Springs, Missouri. Neighbors Raymond Fain and Joseph L. Martin pulled two other children from the flames, while Burns’s wife Eunice was at work. Fire Chief J. T. Connelly pegged the loss at about $10,000. the cause cited includes a faulty kitchen light. The house burned completely, with Blue Springs located 12 miles east of Kansas City.
Chanute board approves Russian instruction at Chanute Senior High for next year with James Holt hired to teach Russian and American History. Holt brings 30 hours in Russian language study and a Social Science major. The district also considers a speech correctionist and reports teacher pupil statistics from 1951 to 1960.
Thayer, Kansas votes 5 and 0 by council for a $5 per water connection assessment to cover a $2,683.50 bond interest and fund a reserve. If paid by 117 connections it yields $585, with refunds possible once reserves are adequate. A $5 hookup charge is planned for future connections.
Mrs Charles Anderson of Rest community in Wilson County won the Tribune weekly $3 news tip prize for reporting storm damage last weekend. She described a wind storm likely a small tornado that damaged several farm homes, split two barns, and prompted further reports as the contest continues through April.
A 1958 Chevrolet driven by William Hosfelt, 24, struck a parked 1959 Buick owned by Mrs. Gerald Dye on Evergreen Street near the Dye residence. Damage was $175 to the Hosfelt car and $150 to the Buick. Hosfelt said he glanced back briefly while turning left from Evergreen onto 3rd and did not see the parked car in time.
The 23rd Amendment ratification becomes law in Washington as GSA official John L. Moore signs the certificate, confirming DC residents may vote for president once 39 states ratified.
Police report a weekend burglary at Chanute Iron & Metal Co. 402 N Malcolm. A calculator and a check protector were taken. Entry was gained through an east window. Theft details withheld to aid investigation. The break-in was found Monday morning.

The Cuban gunboat halted the American cable repair schooner Western Union about five miles off Baracoa on Cuba's northeast coast. After a six hour stop and US naval response, the vessel was released as a destroyer and jets arrived. The incident prompted a US protest and possible Castro commentary.

In Topeka the House Republicans failed to reach a firm agreement on a proposed increase in emergency school aid from 15 to 20 dollars per pupil. They favored the rise only with a revenue plan to cover 2.2 million dollars annually, likely through tax measures such as extending the 2 percent sales tax to beer and cigarettes and liquor taxes. Some members questioned whether new school aid or revenue measures would pass, with money needed by the 1964 fiscal year.
Kansas lawmakers gave preliminary approval to a liquor gallonage tax increase from 1.00 to 1.20 per gallon while delaying action on applying sales tax to cigarettes and beer. The House approved measures designating the Social Welfare Board for mental health and approving highway funding allocations, plus other bills on humane slaughter, real estate, public employee retirement, and state park appropriations.
Lloyd R. Evans, 54, of Garnett R. 3, was arrested by the highway patrol about 6 p.m. yesterday on charges of driving while intoxicated, reckless driving and transporting an open bottle. He is held at the city jail pending hearing or bond.

TOPEKA AP The House Fees and Salaries Committee trimmed Senate approved salary increases for elective state officials, supreme court and district judges. Increases dropped to 5 percent for most, with smaller raises for supreme court justices. District judges would rise from 10,500 to 11,025. chief justice would reach 13,500 and other justices 14,500 under the House plan. Governors pay climbs to 17,325, with other officials adjusted accordingly.
Soviet negotiator Semyon Tsarapkin said Moscow would accept four American British compromise proposals on a nuclear test ban framework. He endorsed cooperation in underground, peaceful explosions, and space tests, and supported unanimity in setting the governing budget.
