Iowa Department of Human Services seeks to offset Gov Branstad 2.8 percent budget cut by leaving 124 jobs vacant and trimming payments to foster care and medical providers. Commissioner Michael Reagen says savings will avert benefit cuts while acknowledging the plan remains painful. The plan targets a 4.2 percent provider payment cut, excludes nursing home rates, and aims to save 5.8 million with staffing and payment reductions, with final board approval set for Sept 29.
