Iowa Institutions See Populations Drop While Costs Soar
Iowa Auditor Lloyd Smith reports a 430 percent fall in average daily populations across 14 state social service institutions from 9,309 in 1963 to 6,540, while operating costs rose from 21.9 million to 29.39 million dollars by fiscal 1968. Nine facilities cut per-patient costs little or not, and two reformatories posted the largest cost per patient increases. The audit urges a top-priority legislative or governor’s committee study into operation and funding amid a push to reintegrate patients into local communities.
