Plans for R F C loans advance in Des Moines
Des Moines AP report: Roland Haynes of the Reconstruction Finance Corporation led talks to resolve conflicts between Iowa law and RCC rules on loan security. County boards of supervisors discussed warrants and bonds, noting counties cannot issue warrants for anticipated needs while RCC rules bar using existing indebtedness as security. Haynes hoped RCC might accept county bonds as security until new bonds could be issued January 1. Officials stressed loans must be repaid to the RCC from future highway funds or locally raised funds. The conference drew more than 100 supervisors and officials, underscoring the push for extraordinary relief in Iowa communities.
