Federal MBE program woes mark Vinton waste-water plant
In Vinton the $6 million wastewater plant exposed disputes over EPA driven minority business goals. The EPA funded 75 percent, with a 5 percent minority target claimed from the outset. Adolphson and Peterson faced bidding shifts leading to Republic Contractors replacing Gee Grading after a late bid swap. Republic later went bankrupt, delaying completion and prompting a $12,000 penalty from the city. Construction began in 1981, plant operating late last year despite unfinished exterior work.
