Wallace wins cotton subsidy clash with silent push

Henry Wallace agri culture secretary storms Congress with a quiet victory over Roosevelt Hull Morgenthau and a house majority by courting New York Mayor La Guardia and Farm Bureau chief Edward O Neal in a logrolling maneuver. The subsidy aims to export about 10 a bale and remove 3 6 million bales, with Britain set to receive extra cotton under a barter term. The deal faces skepticism from Senator George and fears of broad political costs if promises to New York City relief are not met.
