Iowa Governor Clears Ruan Tax Break in Broad Tax Bill
Gov. Robert Ray signed a tax bill exempting goods and services from the 3 percent sales tax including trucks and trailers leased out of state. Ruan Leasing, led by John Ryan, benefits from a $400,000 break amid a legal dispute over tax on trucks leased to out‑of‑state firms. The measure also exempts Fruehauf Corp. and includes school event tickets and municipal solid waste facilities, drawing criticism as a boondoggle. The package adds a Credit Union Review Board and separate agency to regulate credit unions, with Ray vetoing a provision on the administrator’s salary.
