Iowa relief funds may earn interest under sinking fund law
Iowa lawmakers debate if federal emergency relief money held at the Des Moines National Bank qualifies as state deposits under the Brookhart Lovrien sinking fund rule. If treated as state money the bank would owe 1 percent interest on 90 percent of the seven month average balance, about 35 000 annually. The question hinges on whether federal grants are “state money” and whether the treasurer controls relief funds.
