Counseling Aids First Offenders
MEMPINS Tenn AP Bill Patterson began learning about criminal justice at 26 when Greenville D C police crashed through his motel room door in 1970. Patterson was convicted of possession of a corn cob pipe containing marijuana residue and placed on probation for two years. Judge W Otis Higgs developed Project First Offender a community based corrections program sending first offenders back to society rather than to prison. The project uses volunteers for one to one counseling under state corrections parole division, Tom Brown. Patterson later moved his probation to Memphis and saw a state probation officer monthly before being assigned a volunteer. The program began in 1972 with a handful of volunteers. Parole officers with heavy caseloads welcomed the help. Patterson says volunteers from varied backgrounds spent time to counsel and get to know probationers. If we wanted to break probation we could. In 1974 about 450 people were assigned to the project and only 23 violated probation. Brown cites that these individuals do not have major problems and that volunteers offer a better chance of success. Many graduates including Patterson have become advocates of the idea. Patterson, now a graduate student at Memphis State University, later volunteered as a counselor and last year counseled three other first offenders.
