Plan to End Bonds for Private Firms in Iowa

Davenport Representative Thomas Higgins proposes next year a bill to stop cities from issuing tax increment urban renewal bonds for private firms. Muscatine recently approved such bonds to buy downtown property for a new office building, the first pure tax increment bond use in the state, with a pending Iowa Supreme Court suit challenging legality. The Muscatine plan would issue about 800000 in bonds, with Stanley Consultants buying the land for about 75000 and the firm paying property taxes on the 50 000 to 10 000 square foot building. Higgins says the method seems legal but should be limited rather than ended.
