Title 20 funding cuts threaten homemaker and chore services
Homemaker and Chore services in a six county area of Eastern Iowa may lose federal Title 20 funding as state support runs out by February. The Cedar Rapids DSS district faces a reduced allocation this year 4 777 050 down from 4 853 406 with possible Reagan block grant changes. If funds vanish in October the district must rely on elusive federal blocks grants or reallocations. District realignment and income eligibility changes tilt access for elderly handicapped and needy children while Linn County voices complaints about biased allocations and fairness. The department also reversed rules allowing continued Title 20 day activity funding for several handicapped residents awaiting appeals.
