Federal block grants reshape Iowa education funding
Educators face a shift from specific federal programs to per pupil block grants under Chapter Two. Cedar Rapids, Marion Independent, Linn-Mar, and College Community will see mixed changes with a 15 percent cut in Chapter One funds and new per pupil allocations that replace former competitive grants. Experts warn loss of program identity may reduce future innovation.
