Publishers Urge Curb of Blanket Data Withholding
AP report on the Newspaper Publishers Association urging Congress to curb blanket withholding of public records. Col J Hale Steinman of Lancaster, publisher and ANPA official, argues the public has a right to know how officials spend funds and administer records. Testimony from James Pope of the Southern Newspaper Publishers Association and Sigma Delta Chi member Mottenhoff supports access to non-security government information. Steinman contends current interpretations turn the law into a shield for secrecy, urging passage of proposed legislation to ensure record disclosure to the public.

Prison Industries Lose Bid On Highway Stakes
AMES Iowa Prison Industries failed to win a state highway commission contract for about 630000 wooden stakes used in surveying and marking projects. Redwood Stakes and Lumber Co of Oakland Calif had the low bid at 20003 dollars, while Prison Industries bid 2320. Prison officials contended stakes offered by California firm used Douglas fir not hardwood as required. Officials said Prison Industries misread specifications which called for enough hardness to drive into the ground without breaking.
