NASHINGTON AP The Cost of Living Council considers a third extension of the gasoline price freeze as Phase 4 regulations for retail sales face possible delay. William N Walker says the Saturday start may slip while the council appeals a district court ruling deemed arbitrary. Prices in wholesale hog and cattle markets have fallen, potentially easing some retail costs.
