Gasoline ceilings deemed arbitrary and discriminatory
The ceilings on gasoline prices are criticized as arbitrary and discriminatory toward retailers under Phase 4. While other industries may pass on costs, gas stations must absorb them. The Cost of Living Council can adjust ceilings, with a seven cent minimum return per gallon cited by William N. Walker. He notes the policy is higher than 1972 averages but would require rollbacks for sellers who charged more during the summer shortage.

Panel of Judges To Preside Over Legal Challenge
A three judge panel will be named by the Eighth Circuit to decide a Cedar Rapids federal case challenging Iowa eminent domain for highway access. Judge McManus said the challenge is not so frivolous as to bar a single judge. The suit, filed by Francis J Kathryn Francis D and Mary Jane Cahill of Cedar Bluff, seeks a declaratory judgment and injunction against Cedar County highway condemnations. A Cedar County road widening crosses Cahill property and involves more than 200000 in federal funds.
