Washington faces a French proposal for a ten 46,000 ton capital ships program over ten years after 1925. Britain warns such ships would upend the 6-5-4 plan and Italy signals potential counterbuilding if France acts. In Buffalo New York on December 16 the jury found F Wendt, a millionaire manufacturer, incompetent to handle his own affairs. Witnesses described his eccentricities and heavy drinking. his wife and daughter seek a county court appointment of a three person committee to manage his matters.
The Interstate Commerce Commission sustained reduced rates on grain grain products and hay in the trans Mississippi territory and set December 27 as the effective date. The cuts average about 16 1 4 percent of 1920 rates and corn and other coarse grains face 10 percent lower transport costs than wheat. The order followed petitions from 16 western states and agricultural groups while railroads sought a rehearing and offered a general 10 percent cut nationwide.
Davenport report says a bank employee shot and killed one robber at the Stockman's Livings bank in Long Grove Iowa while another robber escaped wounded. The incident occurred as cash was being handed out.

Warren Harcleroad, a mall employee passenger, suffered a fractured leg and other injuries when a mail airplane piloted by Howard Chandler was forced by strong winds to land roughly 40 miles west of Laramie. The other occupant was uninjured and summoned help from a ranch two miles away. Harcleroad was transferred from Cheyenne to Laramie hospital.
