New Laws Take Effect On July 1
Several 1939 General Assembly laws take effect July 1 including traffic law codification and magistrate courts in each county to handle traffic cases. A Beech Grove petition challenged the new system with Indiana Supreme Court review pending. The law also bans alcohol sales to state residents for on credit and restricts check cashing for WPA and public welfare funds. Indigent aid now goes to state hospitals via circuit court applications through the county clerk.

Luther Lockwood's Father Dies at Laurel Home
Oliver Lockwood eighty died at his Laurel residence Friday morning at 10 30 after years of ill health. He lived his life in Laurel and is survived by his widow three sons Luther Rushville schools superintendent Charles Portland Oregon Fred Roseburg Oregon two daughters Nell Maley and Doyle Emsweller Laurel fifteen grandchildren and one great grandchild. Luther Lockwood a former Carthage principal is well known in school circles.

He is the Earlham College senior faculty member in public speech with fifty years of service. Mrs. Trueblood, Pennina Henley, is the daughter of the late Mr and Mrs Robert Henley of Carthage.
