Dr. Stephen J. Wright president of Fisk University will deliver the August 19 commencement address at Ball State University for about 1,100 graduates at 5 p.m. on the Arts Building terrace. The Big Blue River Watershed Project advances to the House Public Works Committee final stage. The Lower Big Blue Reservoir would flood about 8 800 acres near Carthage with a 63 foot dam, at an estimated $20 25 million funded mostly by federal and local taxpayers. The Upper Big Blue Watershed would add several small dams and lakes across Henry and Rush counties costing about $9 million, with federal support of about one third. Carthage would become a focal point for both parts, boosting land values and potential recreation if approved for completion around 1972.

Fousts Return From Europe Tour After Civilian Journey
Mr and Mrs Carl Foust of Carthage return from a 21 day trip visiting eight countries in Europe including Rome Athens Cairo Beirut Jerusalem and Tel Aviv.
