A sweeping blizzard paralyzed New York from Sunday night through Tuesday, crippling transport and utilities. Crurgennn Wy March 18 James Francs a banker of Rawlins Carbon County has failed. He reports assets of 227000 and liabilities of 140000. Francs says losses came from the defalcation of two county officials for whom he stood as bondsman.
