Mcguire and . Sartor that they be provided sewer and water service on property inside the City limits South of Highway 29. In order to provide that service the City would be foxed to spend taxpayers Money in a privately owned subdivision an act that would violate the existing subdivision ordinance. A refund provision existed in years past for the reimbursement of the Cost of utilities to Subdivider out of revenues collected from the use of the utilities but was repealed in recent years.
