Texas voters face Senate Joint Resolution No. 13 at the November election. The proposed constitutional change would cap state revenue at 11.25 per inhabitant annually and shift taxes to local units. It would permanently lower state income by about 15 percent from peak levels and is framed as tax relief but functions as a tax shift.
Justice officials disclosed that Richard Tallman Galatas and wife Elizabeth were arrested as principals in the machine gun slaughter of Federal and police officers at Kansas City on June 17 last year during the attempt to free Frank Nash. Verne Miller, Charles Pretty Boy Floyd, and Adam Richetti were named as the actual slayers.
Dr W H Andrew returned from Dallas where he chaired committees during a conference with the Baptist General Convention executive board and other committee chairmen. Cecile Gelber, daughter of Mr and Mrs W F Gelber, who had an appendectomy at Bryan hospital Tuesday, is reported to be improving this afternoon.
Bryan Rotary heard Soulter Hoppess discuss money and metal as a medium of exchange tracing origins to Egypt and the role of money in modern nations. C L Benson reported on Saturday’s Kurten meeting where 200 attendees supported the program and noted a successful attendance contest won by H T Schovassa with 90 percent over M E Wallace at 80 percent.
First Lieutenant Paul I. Neal senior signal corps instructor at Texas A and M College receives promotion to captain effective Oct 1. A former student and longtime Army Signal Corps officer, Neal has a lengthy service record from enlistment in 1917 to staff roles at Texas A and M and Leon Springs.
Capt FE W Steel was elected president of the Brazos County Chapter Reserve Officers Association at a chapter troop school meeting at Texas A and M College. He succeeds Lt Ralph Schwartz who resigned for Civilian Conservation Corps duty. Lt BE McAdams was elected vice president and Lt TV Ketterson will continue as secretary treasurer.
Attorneys for the PWA approved the Pecos bond record for a 300000 soft water loan. City engineers may submit specifications and bids. The bond election passed 445 to 0.
Fairly cool weather with no rainfall last week and higher temperatures later in the period. The 91 registered Saturday was the high and the 55 Sunday low, with warm spells most days and daily highs and lows shown as 38 to 67 on Monday through Sunday.
East Texas sees generally fair conditions tonight and Thursday. West Texas in the Panhandle will stay fair and cooler tonight and Thursday.
In Washington on October 1 President Roosevelt said commodity prices should rise modestly before any stabilization attempt. He noted progress in balancing the nation's assets and liabilities but urged the asset column to grow further while preventing a sudden price surge and then maintaining a steady level.
Ninety members of a carnival troupe on tour of county fairs were jailed for questioning in a tire and tube theft case. Patrolmen identified equipment allegedly stolen from the NavaSota highway department warehouse, valued around $2,000.
Texas commercial failures in September dropped sharply with only eight failures reported by the University of Texas Bureau of Business Research. R. G. Dun reports show 8 failures versus 18 in August and 18 in September 1958, liabilities total $57,000, and average liability $7,125, down from August and last year.
More than 5000 people expected for the 25th anniversary celebration at West Texas State Teachers College on October 19 and 20. Ruth Bryan Owen, U.S. ambassador to Denmark, will deliver the principal address with other notable speakers from across the state.
Houston E. Smith assistant for Bragos county states that 295 160 pounds of certificates have been transferred in Brazos county totaling 11486 20 dollars. The price paid averaged 0 389 cents per pound with four cents in most cases. C A Cook chief of the Cotton Section AAA reports calls for certificates far exceed supply.
J. Coulter Smith, a Bryan florist, traveled to Tyler for the annual Texas Rose Festival meeting. Florists from across the state gathered for a conference on growing roses as art and business, with Southern growers also attending the festival.
The government, via relief administrator Harry L. Hopkins, reports a purchase of one million acres of sub marginal farm land. The plan converts arid and worn out tracts into parks, forests, game preserves, and Indian reservations. Purchases extend across the Middle and Far West and the Southeast amid efforts for more acquisitions. Hopkins says the aim is to avoid letting farmers struggle against a "stone wall" by using such land for a social purpose.
Four men drilled the safe of the Security State Bank of Quinlan 16 miles north of Terrell binding night watchman J. C. Widner. They escaped with an undetermined amount of money.
The First Methodist church board of stewards met in regular session to review plans and finances for closing the year on Oct 31. Officers and members present included Dr. E. Jenkins Dr. W H Lawrence Oak McKenzie Grover White N C Baker T A Adams and Rev J B Elrod among others.
Bryan Retail Druggists Association will host the Central Texas Retail Druggists Association for a two day convention October 16 and 17. Officers include F E McPherson president and S A Pierce vice president. Meetings in City Hall auditorium with socials at Municipal club.
Cal Lucky, a Black man, pleaded guilty in district court to possession of liquor for sale. The jury debated his fate and handed a five year suspended sentence while Cal was described as lucky.
Huey Long strengthens his control as his ally Lieut. Gov. John M. Fournet leads in the Third District race for the state supreme court with 18,710 to 15,409 over District Judge Thomas Porter. Long says another election is needed after Overton’s death left Porter unopposed in the first primary.
Texas economist Dr. J C Dolley notes persistent price weakness in high grade bonds over the past month. The Dow Jones 40 corporate bond index fell from 95.48 on July 10 to 90.27 on Sept 17, a 6.21 point drop, with government bonds showing similar weakness as Treasury 3 1/2 per cent bonds traded around 105.18.
Austin Oct 16 Joe Palmer condemned to die for the murder of Eastham prison guard Major Crowson received a new lease on life when the court of criminal appeals denied the state's motion to dismiss his appeal due to an escape. Raymond Hamilton's appeal was dismissed. Palmer and Hamilton were sentenced to death for the guard slaying during the Eastham prison break on January 16.
The eleven piece Aggieland Orchestra has been selected to play for the official A and M dance in Beaumont after the Centenary Gents football game. The Neophagen hall venue will host the event, sponsored by Beaumont’s Young Men's Business League.
The court of criminal appeals sustained the constitutionality of a graduated scale occupation tax on coin operated vending machines in Austin.
Mrs Annie Rychlik aged 72 of Edge community died Tuesday afternoon at her family farm home after a long illness. A funeral service was held at 3 o'clock this afternoon at the family home with Rev J B Gleissner of St Joseph’s Catholic church officiating. Interment followed in Wheelock cemetery. She is survived by five sons Ed Frank John Albert Will Rychlik all of Edge, Henry Berger of Bryan and C Smith of Houston, two sisters Mrs A D Kopecky of Edge and Mrs Joe Blinker of Dime Bev.

Albany reports Gov. Lehman would sign an extradition order for Bruno Richard Hauptmann to New Jersey late today. Hauptmann’s counsel James M. Fawcett said the governor would act but Hauptmann would fight extradition to the end in court.
John E. Blair division highway engineer rushed to Denton Tuesday night due to his mother Mrs J E Blair critical illness. This afternoon Mrs Blair advised by husband that mother is slightly better.
