Every Alien Enemy Must be Registered
President Wilson is set to issue a proclamation requiring all alien enemies in the United States to register as a step against spies and sabotage. Attorney General Gregory presented draft regulations at a cabinet meeting to carry out the plan, modeled on English and French measures. The move follows a rise in fires and signals of enemy propaganda prompting stricter actions against German residents. The plan would give Germans weeks to report names occupations and connections to postmasters or a government agency. Unregistered individuals would be rounded up and prosecuted, aiding identification of suspicious persons.
