Public Utility Rates Tied to Physical Values in Texas Reform
In Austin on August 17 the Senate approved a House amendment requiring cities to fix public utility rates based on the physical value of utility properties rather than stocks or debt. Senator Willis of Dallas bitterly opposed, warning it could threaten home rule by enabling utilities to issue bonds nationwide and “water” stock. Senator Witt championed the measure, criticizing Dallas for seeking to divert utility spending from smaller cities.
