He notes past committees split responsibility and wastes while praising the school department pattern with an elected council appointing an expert superintendent to run operations.

Town Charter Redefines Council Power and Hiring Rules
Dr. Clark outlines that under the proposed charter the town council would hold full responsibility with an appointed town manager, and that nonpartisan elections would replace patronage. Salaries and duties of school staff remain under the school committee, with janitors to be appointed on superintendent recommendation. The plan aims to curb patronage and improve efficiency while keeping existing town employees.
