Prof Payne argues modern imperialism differs from Nazi aggression and notes Britain and the United States often align to maintain peace. He cites naval history from the Monroe Doctrine era through the Panama Canal, bilateral Canadian boundaries, and peaceful settlements of disputes as evidence of parallel paths rather than rivalry.
