Senator at Large proposal for ex presidents and vice presidents

A House bill by F D Roosevelt Jr would make ex presidents and ex vice presidents senators at large for life after leaving office. They could debate but not vote or organize the Senate and would receive 25000 dollars annually plus usual senatorial fees. The measure contrasts current rights of Truman and Barkley with Hoover who never served in the Senate.
