War draft tax plan shifts exempt status for active service

WASTLINGTON Sept 27 The House draft tax bill advances with changes as the Senate Finance committee revises rates. A key provision exempts salary from government service abroad or at sea for men in active service. The committee defers taxing salaries of resident officials and judges and skips tax on interest from state and municipal bonds for now. New rates are expected to run from 2 percent on income over 5000 to 85 percent on incomes above five million, with broader graduation. Committees find some income brackets excessive while others too low. The panel defers life insurance proceeds but accepts income from accident and health insurance.
