Kellar Attacks Koons Over Second Class Mail Costs
In Washington on May 1 John Koons, first assistant postmaster general, told a Senate committee that transporting second class matter up to 300 miles costs 5.4 cents per pound. He estimated overhead at 3.86 cents per pound within that distance, prompting Senator McKellar to call the figure a mistake. Koons defended the figure as from departmental study and noted higher costs for farther zones. He outlined a four year plan to raise rates to comply with the law, warning the department would still lose about 50 million annually, and that the nation is now losing roughly 72 million annually on second class mail.
