AFL-CIO leaders warn a July 1968 welfare freeze cutting federal funds for needy children will devastate states unable to shoulder costs. They say many mothers must work or train, with day care in place, before any reduction occurs, else aid could be cut or stopped entirely.
The Connecticut Conference of Mayors holds its annual meeting at the Algonquin Club this evening starting at 5:30 with cocktails and dinner. Mayor Frank N. Zullo of Norwalk is slated to be elected president, while Mayor Curran is nominated for second vice president. current head is Mayor Richard C. Lee of New Haven. The fire response disrupted by the event includes a 1:07 a.m. blaze in Newtown area with multiple fire companies assisting and Red Cross providing aid to homeless residents housed in Newtown, Southbury, and Monroe. Temporary housing arranged at Dayton Street home rented by Robert Lockwood for the Hine family. Firefighters credited the Newtown Hook and Ladder Company for aiding adjacent structures. Dodgingtown and Hawleyville departments stood by. Power was cut during the fire, with crews remaining on scene until noon to quell hotspots.
The Adult Education department of the Board of Education starts Spanish classes for about 20 Connecticut State Employment Service employees. Sessions run Mondays, Wednesdays and Fridays from 4:15 to 5:15 p.m. at 47 Washington Avenue, beginning today. Daniel Donofrio, director, says the course builds conversational Spanish for practical use with Spanish speakers seeking aid. Instructor Michael Turner, a Stratford Johnson Junior High teacher, brings veteran adult education experience to the program. Mrs. Claire Elliott leads coordination with the GSES office.
The Dance division of the Connecticut Federation of Music clubs will present a festival on March 10 at 2 p.m. at the Jewish Community Center 4200 Park Avenue to benefit the division's scholarship fund. The program features ballet selections by Joffrey and New York ballet companies and two modern pieces The Dancers World by Martha Graham and Invention in Dance by Alwin Nikolais.
Los Angeles AP reports on a University of South program shaping tomorrow's cities in wind tunnels. The "think big" project trains researchers to design cheaper heating and air conditioning and aims for possible freedom from smog, shaping future urban environments today.
The Connecticut Institute for the Blind launches the Bridgeport Norwalk phase of an $85,000 statewide drive for Oak Hill Hartford the only school in the state educating blind children. Through March 30 volunteers gather from Bridgeport Norwalk Fairfield Westport Easton Weston Trumbull and Stratford.
Police from the Special Services division arrested two women on Sunday morning for selling liquor without permits. Sarah Ann Bradshaw, 48, of Building 11, P. T. Barnum project, and Annie Lee Thomas, 47, of 238 Pequonnock Street, were taken from their homes where the sales allegedly occurred. They await Circuit Court arraignments set for March 3 and are free on bail of $500 each.
Josephine Mickelle of 605 Pine Street reported a youth snatched her purse containing $9 and personal items as she was knocked to the ground in front of 151 Brooks Street late Saturday. Police describe the suspect as a Wegro youth in his twenties who fled from a nearby roadhouse after the theft.
Frank Adriani, president of The Silliman Company, 290 North Avenue, has been named to the Public Relations Committee of the National Asphalt Pavement Association, it was announced.
Federal Judge Frank Johnson issued a detailed desegregation plan for Montgomery and surrounding areas. The order requires faculty desegregation with specific white to Black ratios, student and substitute teacher integration, and reassignment if needed. It critiques Jefferson Davis High School’s opening as reinforcing segregation and notes ongoing debates over eliminating segregated athletics.
The speaker notes that a major enemy offensive is ongoing against South Vietnam and its armed forces. He praises the South Vietnamese army and regional and popular forces for their conduct, while warning of continued hard fighting and the enemy's substantial reserves. He says defeats create opportunities for future success and that Allied forces will exploit them.
Brazil Supreme Court unanimously ruled that firing people accused under the national security law is unconstitutional. The decision prevents loss of livelihood on mere suspicion while preserving half to two thirds of salary for suspended civil servants pending clearance. The ruling marks the court's first veto of decree era repression under President Castello Branco.
American losses total 20 killed and 68 wounded after a Viet Cong assault on a Saigon area patrol base. The attack began with a feint from the east and concentrated from the west, breaching western perimeter barbed wire as VC launched rockets and torpedolike charges. One company commander was killed, Lt. Nowach assumed command, and 16 armored vehicles surrounded the four 155mm guns to deter the assault. In Hue area fighting continued as Allied forces mop up pockets of resistance, while a Tass report claims a Hanoi raid hit a Red River dock facility with casualties and damage.
Nixon remains even with Johnson in a Gallup poll on New Hampshire’s presidential primary March 12. He says polls won’t decide the Republican nominee and notes Rockefeller’s draft talk could boost write-ins. Wallace’s strength, if any, would shrink if late October polls show a neck-and-neck race.
William E. McCann of Milford and Newark will become president and chief executive officer of Foundation Life Insurance company of America on March 1. He previously led Associ ated Traffic Clubs Insurance corporation of Delaware and was a former vice president of Presidenti al Life Insurance company of Chicago.
Detectives report a man and a girl held in connection with a burglary on February 16 at the Edward Segan company in Trumbull. The stolen checks drawn on the Edward Segan company account were passed in Bridgeport Stratford Fairfield Trumbull Milford for 106.37 each at several stores. James Fitzgerald and Joseph Krysiak of the Youth bureau arrested the pair on warrants with further charges from Detective bureau officers Andrew Alexay and James Ahern. The couple allegedly planned a “clean sweep” of cashing checks and travel to California amid other arrests. Miss Giordano was found with a gun and 432 uncashed checks when arrested.
Camille Huysmans, 96, longtime Belgian socialist leader and former prime minister, president of the Belgian House of Representatives, and state minister, died Sunday in Antwerp. A former high school teacher and journalist, he befriended Lenin and Trotsky and served as secretary of the second Socialist International in 1905 in Lorient.
Mystic Seaport program expands summer curriculum at Frank C. Munson Memorial Institute of American Maritime History. New course on American literature and the sea will be UC Connecticut accredited. The 14th annual session opens June 24 and focuses on Cooper Dana Poe and Melville with emphasis on sources and backgrounds.
In Saigon and Washington a debate on Vietnam peace efforts centers on the San Antonio formula. Bundy says Hanoi offers no useful responses and relies on propaganda, while Thieu demands a reciprocal gesture and warns coalition governments would invite more war.
Danbury 17 year old Donald Beschle won first place in the Third District American Legion oratory contest held yesterday at Harry W. Cangdon post 11. He will compete in the state finals March 9 at 2 p.m. in Hartford County Courthouse. Other finalists include Kathy McKeon Kathrine O'Donnell William Hudack and David Leen with judges from politics education and law.
The Nutmegs Folk Dancers will host a Friday international folk dance at Cranbury School Knownlot Lane Norwalk from 8:30 to 11 p.m. Area residents may attend with an admission charge. Women should wear full skirts and flat shoes. men wear slacks and sport shirts.
