Edwin J. Clapp reports that Mexico faces capital flight and reduced trade as foreign investment withdraws under uncertain oil laws and regulations. Data from the Department of Commerce shows exports to Mexico down and imports from Mexico down, with petroleum production and tax revenue sharply constrained in early 1927.

Petroleum tax figures and foreign policy contrasts noted

The text cites petroleum tax revenue in pesos for 1927 across several months, noting a total decline of over 7,000,000 pesos in the first five months. It weaves in commentary on Mexican manufacturing challenges from higher taxes and wage scales, plus a broad discussion contrasting Mexico with Russia and calling for Russia to recognize debts and compensate American property seized.
