Sherman on Warner silver bill opposition calls it impracticable
Senator John Sherman, lodging at the Kennard House in Cleveland, rejects Warner’s silver compromise as impracticable and unstable. He says certificates would not be legal tender, would fluctuate with silver costs, and the government would bear the risk. He doubts Congress power to make such certificates receivable and argues for existing silver and gold certificates as nearer public needs. Sherman also cautions on debt policy and asserts political prohibition is waning ahead of the state election.
