Fresh Complications From Garfield Illness and Navy Retirements
Washington September 5. Prolonged illness of President Garfield triggers debate over the retirement of Paymaster-General Cutter at age 62. The Navy Department retired him but did not appoint a successor, raising questions on the legality of the action and the separation of retiring and appointing powers. Additional issues stem from the President’s disability, including suspended pardoning power and no head for the railroad accounts bureau. Several death sentences under review may need commutations, and a Pennsylvania prison case highlights possible wrongful imprisonment awaiting release.
