Foreign Secretary reports that Germany has pledged to withdraw from Belgium with conditions. The papal legate’s pledge is hedged by demands for commercial favors and a division of Belgium between Flemish and Walloon regions. Germany would forego annexation if these terms are met.

Washington Sept 26 The State Department holds further proof that Count von Bernstorff former German ambassador knew of Germanys plan for unrestricted submarine warfare before his request for funds to influence Congress.
Secretary Lansing testified that Count Bernstorff had read the Zimmerman telegram by January 19, confirming he was aware of Germany’s plan for unrestricted submarine warfare. He sent a January 22 message requesting authorization to spend funds to influence U.S. neutrality.
