Hor horry Hartford Sept 22. Insurance Commissioner Fyler asked Judge Pardee to appoint a receiver for Charter Oak Life Insurance Company following a shortfall of 127000 dollars uncovered in the accounts of George M. Bartholomew. Bartholomew, long Hartford business leader and president of the company, has vanished after disclosure of notes totaling about 22600 dollars used personally. Receivership named with Brook and Stedman as senior and junior receivers.
Washington reports reveal a four inch pipe from Secretary Manning's private office to the sewer without traps. Physicians declare his illness blood poisoning caused by sewer gas exposure, worsened by the cramped privacy room he used away from Brennan's main office.

A Port Hawkesbury telegram says Moro Castle officers intend to strip the seized schooner tomorrow. Constable Phelan, back from Port Hawkesbury after a failed settlement, asks that the vessel remain unmolested until owners respond.

The North Carolina Republican State convention met at Bareral on September 22. James J. Boyd of Greensboro was chosen permanent chairman. Delegates from 54 of 96 counties attended and a full ticket for the Supreme and Superior Courts was nominated. The platform endorses the Blair bill, denounces Democratic inaction, opposes convict labor, backs a protective tariff, condemns broken Democratic pledges, opposes the road law and current county government, criticizes the ex executive committee for not calling a State convention, and calls for a free ballot and fair count. The convention also elected a new State executive committee.
