For twenty four hours forecast shows New England fair with slightly colder Friday and light interior frosts. Saturday brings warmer temperatures with northwesterly winds. Eastern New York will be fair and slightly colder Friday, warmer Saturday, with northerly winds shifting to southeasterly.
In the city today the weather is fair and slightly colder. A roundup of notices includes Mystic Park merchants day with five races won by Pericles Glory Frolic Battersby and Beechmore, and a fatal steamer fireman accident.
A list of ships arriving or sailing from major ports including Boston New York London Hamburg and Liverpool with destinations and origins such as Iowa Thames Lorenzo Kaker and Gaelic Hatis Petriana and British Queen. The report covers arrivals Sept 10 to Sept 23 at ports like New York Boston Liverpool Havre Hull and Fiume with routes involving Barbados Glasgow Bremen Baltimore and Philadelphia.
New York markets reel as Chicago, Milwaukee and St Paul Railroad admits it cannot earn a dividend. St Paul stock plunges from 68 to 66 2/3 to 65 as panic spreads. Brokers rush bids and offers, with 500000 shares traded, while speculation over dividends shakes London and Windsor Hotel crowds.

An American commission may be debated soon. The Times seeks affidavits from Mr Parnell and others and summonses to attend. Bail for Mr Dillon may be sought to aid defence or testimony.
London September 18 the press association defends its report that Michael Davitt intended to present a statement to the Parnell commission it says Davitt prepared the document for use in O Donnell vs Times and that the handwriting matches Davitt He acknowledges the document as authentic though he says he did not authorize its publication or know it would be published.
The Marquis of Lansdowne's agent sought a conference with MP William O'Brien to settle tenants on the Luggacurran estates. Negotiations ended abruptly, O'Brien calls the move a ruse to quiet tenants during Lord Lansdowne's Ireland visit and says he will inform India about the viceroy's conduct.
A telegram from Maprio reports steamer Laurance hit the Italian steamer Sud America at Port Luz Canary Islands at 6 pm. Sud America sank in minutes in ten fathoms of water with 216 passengers and 67 crew aboard. Ninety passengers and crew reached shore. nine bodies recovered.
Vienna September 13 The political correspondence reports talks between Russia and the Vatican to establish diplomatic relations have collapsed due to the opposition of M Pobiedonosieff the procurator of the holy synod in Russia and of Polish clerical authorities in Austria.
Carl Schurz writes to National Zeitung rebutting a Kreuz Zeitung article accusing U.S. elections of being driven by money. He denies that American political life is corrupt, praising the nation as staunch, great-hearted, and self-respecting.
Romer Sept. 18. A Vatican assurance from Vienna suggests either Emperor Francis Joseph or the Austrian Crown Prince will visit the Pope soon. The plan for a joint visit to Monza with King Humbert was abandoned after Humbert invited an ally of the Quirinal.
In Montrean on Sept 15 a crown prosecutor sought to amend the indictment in Pitcher's case to include Canada. Archibald urged a misdemanor charge under section 66 of the larceny act, the judge charged, the jury found Pitcher guilty, and Guerin signaled a motion to reserve the case for the full bench on several points.
Patron and Prince Wilkes competed for a $2500 purse in Cleveland. Prince Wilkes won heats two through four and the overall match with times of 2 16, 2 16, 2 19%2 and 2 18.
Judge Culberson leads a House judiciary panel backing a planned Court of Patent Appeals with one chief justice and two associates. It would hear cases from patent, trademark, and copyright agencies, allow appeals to the Supreme Court, and aim to cut delays while reducing bogus patents and court burdens.
Augusta Georgia reports the Savannah River in its channel and citizens repair flood losses. Four bodies recovered, six whites and five blacks among the drowned. City council orders election for a one percent direct tax to fund recovery and canal repairs, aiming to restore Augusta to normal in weeks.

At the national encampment in Columbus Major William Warner of Missouri was elected commander-in-chief. Colonel Moses Neil and Rev. S. G. Updike were chosen senior vice commander and chaplain-in-chief respectively. The resolutions urged pensions for Civil War veterans and widows, with a plan for an $8 monthly service pension and an 8e per day supplement for longer service, plus widows’ pension inclusion. A special $500 relief for Florida yellow fever victims was adopted. Warner, born June 31, 1839, in Wisconsin, later practiced law in Kansas City and served in Congress as a Republican.
Reports from Havana dated Sept 18 describe extensive damage from the recent hurricane. Observers tally 800 deaths overall, with coastal towns like Lacua and Caibarien suffering heavy losses, including destroyed tobacco warehouses and thousands of homes leveled. Several ships and the Santo Domingo lighthouse were wrecked or submerged.

In Waseincron Sept 13 the death of Professor Proctor from yellow fever in New York alarms the Marine Hospital service. Dr George W Stoner in charge says quarantine remains the main defense and discusses risks of spread to northern cities, noting isolated cases and recent Brooklyn deaths from a quarantined ship.
The body of Professor Richard A. Proctor was moved from the hospital to North Brother Island for isolation in a dedicated dead house. A sealed metallic coffin will not be opened, and no autopsy will be performed due to black vomit symptoms. Health authorities report no danger or panic and await family directives on interment.
Dr. Samuel H. Durgin explains Boston’s strict port surveillance to block yellow fever. Most travel from the South arrives by water, with land routes limited. Vessels from southern ports must pass Galloupe's Island quarantine from June 1 to Nov 1 and obtain written permit before unloading or departing.
