Porter’s Resignation Sparks Cabinet Shakeup and Duelling Clash
Ex assistant secretary Porter resigns after a dispute with Secretary Bayard over a fisheries and consular case. The episode ends with Porter vowing never to serve while Bayard leads the department. A separate diplomatic duel possibility involves the Spanish minister Ordonez and Guatemala’s Carrera, while a progressive marriage exception eases a husband wife service rule.

Cardinal Gibbons Sets Record On McGlynn Case
Baltimore, September 11 Cardinal Gibbons releases a statement clarifying his role in the McGlynn affair. He says he acted only on papal instruction to invite Dr McGlynn to Rome and that he learned of Burtsell’s reply but did not pass any information to the propaganda office. He denied acting as intermediary and said he supported education and religion without favoring any specific locality or endowment change.
