A Petrograd official report says Russians retreat from Riga opens a path for German forces. The capture of the Great Russian port could come within hours, with the city repeatedly threatened by a possible surrender as the army pulled back before the German advance.
The general council of striking Boston and Maine railroad mechanics will vote this forenoon on State Conciliator Charles G. Wood's proposal for arbitration. A 10 o clock meeting at the Quincy House will hear two plans: create an arbitration board by the parties or use the State Board of Conciliation and Arbitration as mediator under statute.
Mrs. Nettie Jordan Livermore reveals husband Jesse L Livermore known as the boy plunger has left home. Once Worcester and Boston trader now in New York with a reported fortune near ten million dollars. Friends say he plans to wed a New York society woman.

Washington September 2 The American Red Cross announced the launch of a junior Red Cross open to all school children in the United States The aim is to assemble 22 000 000 children into a body that will assist the main organization's work.
Governor Lowden ordered five companies of Ninth Infantry to Chicago by rail after learning Mayor Thompson granted a permit for a pacifist meeting. He consulted Major-General Carter and issued orders for the Seventh Regiment National Guard to move to Camp Logan, with troops assembled and 3000 rounds issued for immediate duty.
At 7 p m Sheriff Traeger summoned all deputies and ordered them to await orders from the Governor as martial law looms over Chicago in the developing crisis.
